Parking Structure Planning to Begin
HERMOSA BEACH — The City Council last week directed the city staff to begin developing a plan to build two public parking structures on Pacific Coast Highway, one on each side of Pier Avenue.
The parking structures would be paid for with certificates of participation, which are similar to bonds.
One parking building would serve a proposed shopping center on the west side of the highway just north of the Plaza Hermosa shopping center. The other structure would be built near the Community Center.
Owners of the proposed shopping center, to be built by Joseph Langlois, who also wants to build a controversial beachfront hotel on city-owned property on The Strand, would make the payments on the certificates for its parking structure, city officials said. The city would most likely pay for the second structure, officials said.
The shopping center parking structure is expected to have spaces for 540 cars, while the Community Center structure would have 300 to 800 spaces, city officials said.
