State police arrested 38 people who staged a peaceful four-hour sit-in at the Capitol outer offices of Gov. George Deukmejian to protest plans to give financial aid to Nicaraguan rebels and in opposition to Deukmejian’s policy of allowing National Guard troops to be deployed in Central America. Most of those arrested refused to sign citations and were taken to Sacramento County Jail for processing on charges of trespassing on government property.
