A Westchester man who refused to file state income tax returns on grounds that he was a “free, natural and sovereign individual” and therefore exempt was sentenced to three years in jail. Gerald J. Dandurand, 40, was sentenced to the maximum term after a five-day trial before Hollywood Municipal Judge Harold Crowder.
