The United States, Britain and France are holding urgent consultations on how to respond to an East German directive to foreign embassies, under which diplomats stationed in East Berlin would be obliged to show passports when crossing into and returning from West Berlin. Previously they had to show only diplomatic passes. The talks were called to decide whether showing passports to East German guards would mean recognition of the East-West Berlin border as an international frontier.
