LUSAKA, Zambia — Indian Prime Minister Rajiv Gandhi arrived Wednesday on the first leg of a four-nation African tour expected to focus on South Africa’s apartheid system and its continued occupation of Namibia (South-West Africa) in defiance of the United Nations.
