Highest Test Scores Earn Schools Cash

Philosophers have said that money can’t buy love or health, and some educators would add test scores to that list.

Nonetheless, principals whose high schools earned cash in the California Department of Education’s 2-year-old incentive program to improve scores on the California Assessment Program test say the new reward system does make students try harder.

The department announced last week that 548 high schools, or 48% of those in the state, will split $14.6 million set aside by the Legislature as an incentive to raise scores. The guidelines say that to qualify for the money, a school had to improve in all four test categories--reading, writing, spelling and math--and at least 93% of its seniors had to take the test.

Schools that raised their scores the most got the most money--up to a limit of $400 per student, a department spokeswoman said.

This year the largest prize went to Roosevelt High School in Fresno, which earned $192,000. The second highest amount, $168,000, went to Bell Gardens High School in the Montebello Unified School District.

Under the guidelines, each school receiving money must set up a committee of teachers, students and parents to decide how it should be spent. Last year, winning schools used the cash for campus improvements, field trips and supplies. Many schools used part of their earnings to do something special for the senior class, such as underwriting the graduation party. The funds cannot be used for salaries.

Last year, the incentive program’s first year, high schools registered their biggest increase in scores in a decade. The upward trend has continued this year, with most schools showing improvement in all areas except reading, which dipped by a fraction of a percentage point.

Slightly more high schools earned bonus money last year--582 schools, or 49%--an indication that it will be more difficult for schools to top their previous year’s performance.

Here is how to read the scores:

The scores indicate the percentage of correct answers and show progress over three years at each high school within the district. Continuation high schools have not been included.

In general, a fluctuation of 10 points or more is worth paying attention to. A rise or fall of 9 points or less is considered statistically significant.

Third, sixth and eighth grade students took the test this spring, and their scores will be reported in the fall.

The high schools listed here are in the Los Angeles, Glendale, La Canada and Antelope Valley districts. Continuation high school scores are not included in district totals.
