Citing potential competitive problems, the Justice Department urged the Transportation Department not to allow Texas Air Corp. to put Eastern Airlines stock into a voting trust until the government acts on the proposed merger, department officials said. Opposition to approval of a voting trust, which would allow Texas Air to proceed with buying Eastern shares pending a government decision on the merger, also was filed by the Air Line Pilots Assn. and Pan American World Airways.
