The senior U.S. foreign policy specialist on southern Africa, Frank G. Wisner, arrived here Sunday on the second stop of a trip to discuss independence for South African-administered Namibia (South-West Africa).

His visit to the Zimbabwean capital, where he will meet with Prime Minister Robert Mugabe, came only a day after the Angolan government issued a statement saying the United States has lost its credibility as a mediator in the region.
