Louisiana Gov. Edwin W. Edwards conceded he did not have enough votes in the Legislature to pass either his state lottery or casino gambling proposals, and backed off plans for a Feb. 3 special legislative session. Edwards predicted, however, his opponents would not be able to trim the already pared state budget or raise taxes. Meanwhile, the governor and four associates are scheduled to ask a federal judge today to dismiss racketeering and fraud charges against them.
