Embattled SBA Chief to Quit

WASHINGTON — James C. Sanders, administrator of the Small Business Administration, has decided to resign in a dispute with White House officials over the Reagan Administration’s proposal to abolish the agency, Administration officials said today.
Sanders, 59, was in the process of drafting a letter of resignation, said officials, who spoke on the condition of anonymity. Sanders has already notified White House Chief of Staff Donald T. Regan of his decision to quit April 1, the officials said.
