U.S.-Mexican Boundary Commission Head Retiring

EL PASO — The U.S. commissioner of the International Boundary and Water Commission, who holds the rank of ambassador, has announced that he will retire effective Feb. 1. Joseph Friedkin, 76, has headed the U.S.-Mexican commission for 24 years and has worked for it for 51 years.
