Local officials from around the country met in New York to discuss how to save revenue sharing, a federal program that funnels $4 billion a year to local governments but is slated to expire at the end of September. “Don’t balance your budget on the backs of America’s cities, counties, towns and villages,” Mayor Ernest (Dutch) Morial of New Orleans asked of President Reagan. “You’ll break our backs and end the essential services upon which all Americans depend on cities, counties, towns and villages to provide.”
