It was first claimed that President Reagan did not know what he was signing when he signed Security Directive 196. White House spokesman Larry Speakes denied this and asserted, “The President was fully aware, fully briefed.” Would President Reagan be willing to take a polygraph test on whether he knew what he was signing when he signed Security Directive 196?
