North Korean Premier Signs Kremlin Accord

MOSCOW — North Korean Premier Kang Song San wound up talks with leading Kremlin officials Thursday and signed an economic agreement with his Soviet counterpart, the official Tass news agency reported.
Tass said Kang and Soviet Premier Nikolai I. Ryzhkov also agreed a joint venture to build a nuclear power plant in North Korea.
Kang, who arrived on Tuesday, held talks Wednesday with Soviet party leader Mikhail S. Gorbachev.
