A proposed bill that would require covers on sand and gravel trucks to prevent flying debris could save the motoring public $60 million a year in paint and windshield repairs, Assemblyman Richard Katz (D-Sepulveda) said. Katz, the sponsor of the bill, said that, although it had never happened to him, he once saw a rock fly off a truck on a freeway and hit the car behind. “I thought, ‘Someone should do something about that,’ and then I realized I could as chairman of the (Assembly) Transportation Committee,” he said.
