The Senate began its first campaign finance debate in eight years with the leader of a drive to limit special interest money urging colleagues to put conscience ahead of self-interest. “The mushrooming influence of political action committees is beginning to threaten grass-roots democracy,” said Sen. David L. Boren (D-Okla.), sponsor of legislation to limit how much PAC money congressional candidates can accept. Boren refuses to take PAC money. He said such contributions have risen from $8 million in 1974 to $113 million last year.
