The federal government, under pressure from a court, is proposing a new regulation that could result in lowering the allowable limits that a worker can be exposed to the industrial chemical formaldehyde, a potential carcinogen, Labor Department sources said. The proposed standard, to be published later this week in the Federal Register, meets a deadline imposed by a federal appeals court.
