Commission Appointment: Gov. George Deukmejian has appointed Thomas F. Riley, chairman of the Orange County Board of Supervisors, to a three-year term on the California Commission on Mental Health, Riley said Monday. A member of a statewide coalition on mental health, Riley this year received a service award from the Orange County Mental Health Assn.
