Workers secured a section of a collapsed lift bridge on the St. Lawrence Seaway, but only a few ships managed to pass before high winds from a powerful winter storm again halted traffic. Winds clocked at up to 94 m.p.h. forced seaway officials to suspend shipping a little after 8 a.m. Monday, roughly 90 minutes after the first vessel was allowed past Valleyfield, Quebec, since an Indian freighter knocked a piece of the St. Louis Bridge into the Beauharnois Canal last Friday.
