David W. Carroll has been named area vice president of Pacific Bell to oversee Orange, Riverside, San Bernardino and Inyo counties. Carroll, 57, is a 34-year veteran of Pacific Bell and its predecessor, Pacific Telephone. He came to Orange County in 1984 as area manager following five years in San Diego as Pacific Telephone’s community relations director. He will be based in Orange. Southern California region vice president Gerald D. Foster announced the promotion as part of a large-scale reorganization.
