WASHINGTON — Labor Secretary William E. Brock III issued guidelines today calling for state governments to adopt standards that generally would require one toilet and hand-washing facility for every 20 farm workers.
Spelling out details of a decision announced Sept. 10, Brock said the states must institute field sanitation standards over the next 18 months. If they fail to act, the states face federal intervention on the issue, he said. California and 12 other states already have field sanitation standards.
