Three more prosecution witnesses are scheduled to testify today at the preliminary hearing for Vista City Councilman Eddie Neal, charged with grand theft and submitting a fraudulent claim to the city.
Witnesses who testified Wednesday before San Diego Municipal Court Judge Robert Cooney included Frank Rowlen, the city treasurer and director of finance, and Jean Brooks, secretary to the Vista City Council.
Neal chose to have the preliminary hearing after the grand jury indicted him Aug. 13 on three felony counts stemming from billings to the city for Neal’s June 9 trip to Washington, D.C., with his girlfriend.
Neal is accused of billing the $900 air fare for his girlfriend, Judy Anderson, to the city as official business. Neal was invited by President Reagan to attend a luncheon for elected officials who have changed their party affiliation to Republican.
