Soviet Offer of Moratorium
Whether the offer is cynical or straightforward is not the important point. The United States should join the Soviet Union and stop testing nuclear weapons. Nothing would be lost by this step.
The U.S. nuclear arsenal is superior. We and the world would be more secure if we commit our incredible resources to negotiating a comprehensive test ban treaty.
We need to take advantage of this moment. It is the 40th anniversary of the first use of nuclear weapons against human beings. We need to make a step toward world peace, and this would be one.
