PacifiCare Health Systems, a Cypress health care company, has established a health maintenance organization in Tulsa, Okla. The new HMO is a joint venture with the Springer Clinic, a 40-physician group practice. Terry Hartshorn, PacifiCare president said the HMO is expected to begin operating in the fourth quarter of 1985, following state licensing.
