N.Y. City Forbids Sales of Spray Paint to Youths

NEW YORK — Mayor Edward I. Koch signed Wednesday an anti-graffiti measure that requires store owners to lock up spray paint cans and forbids the sale of spray paint or broad-tipped felt markers to anyone under the age of 18. Merchants who violate the law may be fined up to $500 for each infraction.
