U.S. and Canadian negotiators in Seattle have settled final treaty language for joint management of West Coast salmon, and the agreement could be passed by the Senate and signed by President Reagan by early spring, say participants in the talks. Details were not immediately available. U.S. negotiators must complete some agreements with Alaska this week to settle that state’s concerns, they said.
