Fifty-four percent of the taxpayers polled by the Internal Revenue Service consider the federal income tax complicated and about 60% view it as unfair. One in five of the 2,207 people surveyed admitted to having cheated on their taxes. The IRS commissioned the $237,219 poll to determine how taxpayers feel about the agency and why some people cheat.
