Cold Weather Kills 12 in Northern Mexico

MONTERREY, Mexico — Frigid air, snow and sleet that swept through northern Mexico over the weekend have been blamed for the deaths of at least 12 people here, most of the victims children.
The states of Tamaulipas, Nuevo Leon, Coahuila and Chihuahua were hit hardest by the freeze that drove temperatures as low as 7 degrees in some areas.
Officials said telephone, electrical and water services were disrupted in many cities and that seven highways had to be closed.
