A San Leandro woman who admitted stealing thousands of dollars from the Kaiser Foundation Health Plan after seeing an “opportunity to beat the system” in a $500,000 scam was ordered to repay her share and given five years’ probation. Connie Sandoval, 29, pleaded guilty to grand theft in filing false medical claims that the Alameda County district attorney’s office said bilked Kaiser out of about $500,000 in three years. Two other suspects await trial.
