E. Grace Payne, the first black woman to be appointed to the Los Angeles Board of Harbor Commissioners, received the eighth annual Martin Luther King Jr. award for her work in the black community. Payne, 67, executive director of the Westminster Community Assn. in Los Angeles, was recently appointed by Mayor Tom Bradley to the harbor commission. The annual award and luncheon is sponsored by Anheuser-Busch Inc. The honor includes a cash award of $1,500.
