February, 1980: Summit Health Ltd. and Summit Care Corp. take over the management of Corbin Convalescent Hospital in Reseda.
June, 1980: After inspections, the county health department reports “major problems” in administration, food and social services, and specialized rehabilitation. The department denies Summit a permanent license.
November, 1980: After reapplying for a license and passing a new inspection, Summit receives a license.
May, 1982: After Corbin receives nine citations during a four-month period, the health department meets with Corbin officials to discuss “serious patient care deficiencies.”
October, 1983: The health department privately asks the attorney general to initiate revocation proceedings against Corbin’s license.
January-February, 1984: Corbin is fined $66,000 (later reduced to $24,000) for numerous health and safety violations. Because of reorganization by Corbin’s corporate owners, county officials rule that they must apply for a new license.
June, 1984: Another inspection uncovers 48 deficiencies. The Los Angeles city attorney files 39 criminal charges against two Corbin officials.
July, 1984: The health department announces it will not renew Corbin’s license when it expires in August.
September, 1984: A Superior Court judge orders the county to reinspect Corbin before the license is denied.
November, 1984: After Corbin passes the new inspection, a license is issued.
