Former Sen. John Tower (R-Tex.), who served as chairman of the Senate Armed Services Committee before retiring, is expected to be named U.S. ambassador to West Germany, Administration officials said. Arthur Burns, 80, the current U.S. ambassador, plans to retire after the economic summit of industrialized nations in Bonn in May. The appointment of Tower, a conservative with expertise in defense matters, is expected to win favor in West Germany.
