Newport Beach to detail new mooring policies

Newport Beach officials will detail their plans to charge boaters a mooring transfer fee and revise the waiting list for mooring permits in a follow-up report to the Orange County Grand Jury.
The Grand Jury in May put out a report dinging the way mooring permits are transferred in the city and other aspects of how moorings are handled.
The city’s harbor commission on Wednesday approved a draft response to the Grand Jury, which is required by Aug. 9. Now the response must be approved by the City Council.
The city plans to introduce a transfer fee that would be paid when the mooring changes hands, and the money would go into a fund to improve tidelands, which include the city’s harbor.
