GRAFFITI SURVEILLANCE
The City Council directed the Burbank Police Department to use its
own discretion in deciding to use video surveillance in areas with a
large amount of graffiti.
WHAT IT MEANS
The council received a report from Police Capt. Janice Lowers on
the use of video surveillance to combat graffiti in the city. While
the department has a pole camera that could be used, there are a lot
of manpower hours involved with the monitoring, Lowers said.
HIRING OUTSIDE LAW FIRM
The City Council approved a resolution allowing the city
attorney’s office to hire an outside legal firm to handle appeals for
Civil Service Board appeals.
WHAT IT MEANS
The law firm of Bannan, Green, Frank & Terzian will be retained at
a cost up to $70,000 to represent the Civil Service Board in appeals
of its decisions.
An outside law firm is needed because a potential conflict exists
if the City Attorney’s Office advises the Civil Service Board and
then represents it in an appeal, Barlow said.
