BOLSA CHICA ANNEXATION
Councilman Dave Sullivan is asking the mayor to form a special ad
hoc committee to assist city staff members in their negotiations over
the annexation of the Bolsa Chica mesa.
Sullivan said the public and various environmental groups will be
better represented in the process if members of the council get
involved.
WHAT TO EXPECT
The council will likely approve the request.
The real question centers around who will be chosen to sit on the
committee, and in particular whether it will include Councilwoman
Debbie Cook.
While Cook voted against annexation, she has been very active in
the Bolsa Chica Land Trust, the group responsible for saving the
lower wetlands at Bolsa Chica. Cook enjoys some of the closest ties
to the land trust of anyone on the council.
FEDERAL MONEY
The council will be asked to approve a five-year consolidated plan
to lay out the city’s annual appropriation of federal dollars from
the U.S. Department of Housing and Urban Development.
WHAT TO EXPECT
While there might be some discussion over cost figures and
allocations, the council will likely approve the plan put forward by
city staff.
The city’s annual allocation from the Department of Housing and
Urban Development is spent on home purchase assistance and a number
of city services for low-income residents, including Project
Self-Sufficiency and the Oakview Community Center.
LOBBYISTS
The council will consider extending its contract with
Sacramento-based Avocation Inc. to assist the city in the acquisition
of state funding for priority projects and to assist in lobbying on
state legislative issues.
To renew the $67,000 contract, the city must waive a local law
prohibiting the extension of a city contract beyond three years.
WHAT TO EXPECT
The item is on the consent agenda and already has the backing of
Councilmen Keith Bohr and Gil Coerper.
It is expected to pass.
