PUMP-OUT STATION GRANT

A $65,000 state grant would allow the city to add a station where

boaters can pump out waste from their vessels at the American Legion

dock. An existing station at that dock was closed in January after

the dock was deemed unsafe, so the city provided pump-out facilities

at the nearby 15th Street public dock.

If the council agrees, the city will use the grant from the state

Department of Boating and Waterways to rebuild the American Legion

dock and pump station and add a second station so two boats can use

the facilities at the same time. The 15th Street station would then

be closed.

WHAT TO EXPECT

The council is likely to accept the grant.

CONDO/DUPLEX PARKING

The council could decide to require more parking at all new

duplexes and all existing ones that owners want to convert to

condominiums for sale. Right now, only new duplexes in the city’s

coastal zone and old Corona del Mar are required to provide two

parking spaces per unit. Elsewhere in the city, the rule is three

spaces per two units.

When property owners want to convert duplexes to condos, they’re

only required to meet the parking standard that was in place when

they were built. That can result in a shortage of on-street parking.

Council members in July increased the parking standard when

buildings of three or more units are converted to condos. Some duplex

owners complained it would be a hardship if more parking was required

of them.

WHAT TO EXPECT

Council members have been concerned about parking problems and the

fact that there’s more than one standard in the city code, but some

duplex owners likely will object to the higher parking standard.

CIVIC CENTER PROJECT

Council members will discuss several issues related to the

proposed new civic center. They’ll continue talking about whether to

use certificates of participation to pay for the project, which is

likely to cost at least $46 million and would include a city hall,

fire station and parking garage. Other issues include changing the

tentative site plan to move some facilities around and choosing among

several ways to manage the construction.

WHAT TO EXPECT

The council may not make any definitive decisions tonight, because

the city hall package is expected to come up for a final vote in

October, possibly at the second meeting that month.
