Environmental committee seeks members
The City Council is accepting applications to serve on the newly
formed environmental committee. The environmental committee will
consist of seven members. Initially, three members will be appointed
to terms lasting till March 1, and four members will be appointed to
terms lasting till March 1, 2007. Thereafter, as with all other city
committees, terms will be for two years with half the appointments
made in even-numbered years and half in odd-numbered years.
The environmental committee was created to provide the council
with guidance on a broad range of issues important to the community,
including general water quality; noise, air and light pollution;
public education; and open space. The committee will oversee various
subgroups that will specialize in those areas.
Residents of Laguna Beach who are interested in applying are

clerk’s office. The application must be filed with the city clerk by
5 p.m. Sept. 13. All applicants will be interviewed by the City
Council at its regular meeting at 6 p.m. Sept. 20 in the City Council

Repairs to school wall set to begin
After months of negotiation and mediation, a settlement has been
reached to perform repairs on the retaining wall at El Morro
Elementary School. Parties responsible for the wall’s construction
share accountability for the repairs.
It is the district’s hope that the scheduled completion date,
Sept. 2 will be accomplished and that repairs will be completed prior
to the students’ return.
Carl Neuhausen, construction administrator for the school
district, is working with engineers, geotechnical professionals,
Orange County, and the Department of State Architect to coordinate
the wall repair.
Although it is not believed that the retaining wall would have
completely failed -- due to the improper mixture of soil used for
compaction and design flaws -- repair is necessary, district
officials said.
