Here are some items the council will consider Tuesday.

BUDGET HEARING

City staff members have proposed a $119-million budget for the

2005-06 fiscal year, an 8% increase over the previous year’s

spending. The budget includes $12.6 million for capital projects.

City officials anticipate revenue totaling $89 million, and $2.6

million of general fund carry-over money would be used.

WHAT TO EXPECT

By state law, the council must adopt a budget by July 1, so

council members may request changes but will likely approve the

proposal.

TRASH DISPOSAL AGREEMENT

The council will have to decide whether to renew a contract with

Ware Disposal Co. of Santa Ana to collect waste and recyclables at

city facilities. The proposed contract would cost the city $98,853

and would last from July 1, 2005, to June 30, 2006.

The firm has been picking up the city’s trash since 2002. Although

the City Council agreed in January to charge a 12% franchise fee to

all waste haulers working in Costa Mesa, Ware would be exempt from

the fee because otherwise the firm would add it to the city’s bill,

so the city essentially would be paying itself.

WHAT TO EXPECT

City staff members are recommending approval of the contract. If

the council agrees, the public services director could approve up to

six annual contract renewals as long as cost increases don’t exceed

the consumer price index.
