Here are some items the Planning Commission will consider Monday.

The first Costa Mesa location of a chain gourmet beer and wine

retailer will open at the Costa Mesa Courtyards Center at West 19th

Street and Harbor Boulevard, if the commission grants a permit for

the store. Beverages & More sells 600 brands of beer and 3,000 brands

of wine as well as gourmet food and barware, but it does not sell

cigarettes, lottery tickets and some other items often carried by

liquor stores.

WHAT TO EXPECT

Planning staff members recommend approval with a list of

conditions, including that the store proprietor obtain an existing

liquor license from another business.

However, Costa Mesa police have objected to the proposed store

because of the high number of businesses already selling alcohol in

the city, so it’s unclear what the commission will decide.

MEDICAL RESEARCH FACILITY

West Coast Clinical Trials, a private research company, wants to

open a facility in the Harbor Gateway Business Park on Howard Way. If

the commission approves a permit, the company will use part of an

existing 23,000-square-foot industrial building to conduct research

on subjects such as sleep disorders, vaccines and diabetes. Some test

subjects will stay overnight at the facility during studies.

WHAT TO EXPECT

Staff members are recommending approval. The research office could

be opened without a permit from the city, but test volunteers would

not be allowed to stay overnight.
