Flags on a stick could save several Laguna lives

I have owned property in Laguna Beach since 1966 and have lived here
since 1989. Many years ago a very effective help in crossing Coast
Highway was a flag system. A box of flags on a stick was located in a
box on both sides of the highway at every marked crosswalk.
In this day and age they could even be made to glow in the dark
when the headlight shines on them. To pay for them, local merchants
could supply them with their name and address. If they are taken, the
merchant receives long-term exposure.
They worked for several years and I’m sure they could save many
lives. They would certainly be more cost effective than the Caltrans
answer of installing the costly blinking light system installed in
South Laguna.
I submitted this idea to the costly survey being conduced by the
city. I’ve had no answer.
