Here are a few of the items the commission will consider today.

DANCING PERMIT

The commission will consider a request from Katherine Young, the

owner of Bamboo Terrace Restaurant, at 1773 Newport Blvd. Young is

requesting a permit to allow dancing with existing live entertainment

within 200 feet of a residential zone and for off-site parking. She

is also requesting extended hours of operation to 2 a.m. Fridays and

Saturdays and to 1 a.m. on other nights of the week.

The restaurant is separated from the residences to the rear by a

public alley. The dancing is proposed at the front of the restaurant.

WHAT TO EXPECT

The issue of parking will likely take precedence. Planning staff

members recommend denying the permit since they feel the additional

parking needed for patrons coming for dancing would add to the

parking shortage in the area and negatively affect adjacent

commercial properties. Parking is already insufficient to support

existing uses per the city’s zoning code, staff members say.

CONSTRUCTION APPEAL

Homeowner Phillip Larson will ask the commission to overturn

Zoning Administrator Perry Valantine’s denial of his project, the

construction of a second unit over a garage-carport-laundry

combination. Valantine said the proposed two-story structure would be

too big for the area and wouldn’t fit in with the surrounding

neighborhood.

WHAT TO EXPECT

Compatibility is king in Costa Mesa. Although the proposed

addition satisfies zoning code requirements, it doesn’t satisfy all

of the city’s residential design guidelines and just doesn’t mesh

with the character of the neighborhood, planning staff members said.
