ON THE AGENDA
Here are a few of the items the council will discuss Monday.
EXTENSION REQUEST
The council will consider a request from Two Town Center for a
one-year extension on its master plan. The plan covers construction
of an 18-story office building, a five-level parking structure,
demolition of two existing structures and reconfiguration the surface
parking in the Two Town Center area of South Coast Plaza Town Center.
The master plan was approved in October 2002. The extension will
allow Two Town Center to have more time to get the necessary building
permits. If the company needs more time beyond Oct. 21, 2004, it will have to ask for another one-year extension.
WHAT TO EXPECT
Planning staff members recommend approving the extension.
“It’s a huge plan, and they’re trying to do things right,” Mayor
Gary Monahan said. “They’re not ready to go forward. We should allow
the master plan to be extended.”
CENTERLINE ALIGNMENT
The council will consider the proposed routes outlined in the
county’s environmental report for the CenterLine light rail system
and may select a second preferred route.
In 2002, the council unanimously endorsed an elevated alignment
along Bristol Street and Anton Boulevard. Since then, the Orange
County Transportation Authority has worked with city public services,
transportation services staff members and the major stakeholders in
the South Coast Metro area to determine the specific alignment and
best station locations to serve the local community.
In response to the concerns of major stakeholders, the county
proposed a new underground alignment that would use Sunflower Avenue
and Avenue of the Arts, with the underground portion on Avenue of the
Arts. City officials will consider approving this route as the second
preferred route.
WHAT TO EXPECT
Public and transportation services staff members recommend that
the council chose the underground Avenue of the Arts route as the
second locally preferred route.
“What we’re saying is, either alternative has the support of the
City Council,” Monahan said. “We’re working very diligently with [the
county] to mitigate either or both of them so at least one of them
will work.”
COMMUNITY OBJECTIVES
The council will receive the first quarter report for the 2003-04
fiscal year community objectives. The objectives are intended to
provide staff members with clear direction on the council’s
priorities. They also serve as well-defined blueprints that the
community can use to measure the city’s performance and progress.
WHAT TO EXPECT
Finance and administrative staff members recommend moving the
objective for incentives for owner-occupied housing on the Westside
and the objective for park development fees to the completed list.
This signifies that the objective has been incorporated into
“baseline service delivery levels.”
