Here are some of the items the commission will consider tonight:

CHANGE TO MASTER PLAN

The commission will consider a request from IKEA to change the

Home Ranch master plan and the North Costa Mesa Specific Plan to

allow construction of a new parking lot for its business at 1475

South Coast Drive. This item was continued from the meeting of Oct.

13.

In November 2001, when the project was approved, 1,520 parking

spaces were proposed. But changes made to the parking lot during

construction resulted in there being only 1,430 parking spaces

available. So IKEA bought the corner property next to its site and

wants to put a parking lot there.

Since this is a substantial change of use from the offices that

were approved for this site under the Home Ranch master plan, review

of the change is required.

WHAT TO EXPECT

Planning staff members recommend approval, subject to conditions,

since the parking lot will be a permanent addition to the IKEA

project and since reducing office space will reduce the number of car

trips people make to and from Home Ranch.

“I think that’s a win-win situation,” Planning Chairman Bruce

Garlich said. “I think it has a salutatory effect because it slightly

reduces the effect of future traffic over there. So I think it’s

smooth sailing from that point of view.”

PLANNING APPLICATION

The commission will consider a request from Gary Johnson to build

a second-floor expansion for a two-story accessory apartment, with an

exception to build the apartment at a greater square footage than

what is allowed.

WHAT TO EXPECT

Planning staff members recommend continuing the item to the Nov.

10 meeting, at Johnson’s request.
