NEWPORT COAST PRE--ANNEXATION AGREEMENT
Council members will consider authorizing the city manager to execute
a pre-annexation agreement to implement the annexation terms for Newport
Coast, as well as a cooperative agreement with the county.
The city filed its application to annex Newport Coast, Santa Ana
Heights and Bay Knolls communities in March. Staff anticipates a hearing
before the Local Agency Formation Commission about the Newport Coast
portion of the application in September.
Staff members have also added to the agenda an item that will
facilitate a discussion about opportunities the public has had over the
years to discuss the Newport Coast annexation issue.
Officials said this item was added to the agenda after local activist
Allan Beek circulated fliers last week indicating the issue should be put
to a vote on the Nov. 20 ballot because the public has not had a chance
to voice its opinion on the issue.
WHAT TO EXPECT: The council is expected to authorize the city manager
to execute both agreements relating to the annexation of Newport Coast.
CITY CLERK SALARY INCREASE
The council is scheduled to adopt a resolution that will increase the
base salary of the city clerk about 6.6%.
City Clerk LaVonne Harkless will get a raise based on her performance
review assessed by the City Council. After the resolution is adopted,
Harkless will receive a base salary of $88,000 a year.
This increase will be effective with the first pay period in
September.
WHAT TO EXPECT: The council is expected to adopt the resolution to
increase the city clerk’s base salary from $82,693 to $88,000.
