A group gathering signatures for an initiative to build a park at the

closed El Toro Marine base won a partial victory Friday when the 4th

District Court of Appeal put a lower court judge’s ruling on hold.

The court gave the group, the Committee for Safe and Healthy

Communities, the green light to continue collecting names until a ruling

is announced.

The group had appealed a July 31 decision by Orange County Superior

Court Judge James Gray voiding more than 140,000 names because the ballot

title and summary was misleading.

The appellate court challenged Gray to show “good cause” why the names

should be voided.

The county counsel supplied the title and summary.
