GREENLIGHT GUIDELINES
Council members will discuss a new draft policy prepared by City Atty.
Bob Burnham that would define certain aspects of the slow-growth
Greenlight law. Approved by voters in November, the law requires a
citywide vote on any development that allows an increase of more than 100
peak-hour car trips or dwelling units, or 40,000 square feet more than
the general plan allowance.
The draft policy includes definitions for “floor area” and “peak-hour
trips” and sets Dec. 15, 2000, as the law’s starting date.
Council members delayed a vote on the guidelines at the last meeting
because they wanted to clarify some minor issues, such as adding a table
that includes car-trip rates for all possible land uses.
What to expect: Council members are expected to approve the
guidelines.
EL TORO CAMPAIGN FUNDS
At their previous meeting, council members set aside $3.69 million for
a campaign to promote an airport at the closed El Toro Marine Corps Air
Station. Grant agreements with the Airport Working Group and Citizens for
Jobs and the Economy, the two organizations that asked for the money,
would give the groups $120,000 and $150,000, respectively.
What to expect: Council members are expected to approve the grant
agreements.
