Gerald Chapman has dedicated countless hours to the Planning
Commission, where he has served three years and is the current chairman,
and also maintains his profession as a Surf City dentist. He has served
on a number of committees for the city’s master plan, transportation,
public works and infrastructure.
A graduate of the USC School of Dentistry, Chapman said the decaying
infrastructure is the most crucial problem facing the city.
“If we do not address this ever-increasing problem head on, we will
see tremendous degradation of our quality of life,” he said.

“The city has done a poor job of educating the public on how
redevelopment can be used as a tool to revitalize areas of the city,”
Chapman said, adding that the public believes redevelopment automatically
means the use of eminent domain.
Chapman also said the redevelopment of Downtown has caused the loss of
much of the character that has made Huntington Beach famous.
The most successful part of that area, he added, is the second block
of Main Street, where existing buildings were rehabilitated.
* THE BIGGEST CHALLENGE FACING THE CITY
Chapman said the city will have to be able to identify and capture
revenue sources that will allow it to maintain the community for
residents.
“If we do not meet this challenge, we will see more beach closures,
more and more deterioration of our infrastructure . . . and the loss of
services, which will lead to the eventual loss of our wonderful quality
of life in Huntington Beach,” he said.
