First elected to the City Council in 1996, Pam Julien is the only
council member trying to retain her seat this year.
Her experience on the council -- as well as her involvement with the
Amigos de Bolsa Chica, Soroptimist International and the Fourth of July
board -- contribute to her strength as a city official, she said.
Julien said she is also partly responsible for a city study that will
determine if the city needs a pro-humane animal shelter.
There are three major issues facing the city and its residents, she
added.
The beaches must be kept clean, the Bolsa Chica mesa must be saved as
open space and not developed for housing, and Huntington Beach’s
reputation as one of America’s safest cities must be retained, she said,
adding that the city’s infrastructure will be a large future concern.
“I want to continue to bring my 20 years of business experience to the
decision-making in these issues.”

“I support redevelopment and the revitalization of commercial, retail
and housing, but I am opposed to using eminent domain for redevelopment,”
she said.
Julien said she is also proud of the effect redevelopment has had in
revitalizing the Downtown area. And while there have been both successes
and failures, the city is finally creating a destination center there,
she said.
THE BIGGEST CHALLENGE FACING THE CITY
“We cannot afford to postpone repairs and maintenance of our
facilities,” Julien said, adding that growth, development and aging
infrastructure have placed an enormous burden on the city facilities.
