* ISSUE: Facilities Master Plan Update and decision to have an updated
appraisal of Banning and Balearic sites conducted.
* ACTION: Approved, 7-0
* SUMMARY: Facilities committee chair Mark Schultheis updated board
members on the committee’s progress, informing them of the group’s final
meeting on Thursday. The board followed staff recommendations to hire
real estate appraiser Stephen White to appraise both properties for the
sum of $7,500.
* ISSUE: The Orange County Water District is considering the installation
of a well on the Mesa Verde site.
* ACTION: Approved, 7-0
* SUMMARY: The water district expressed a desire to put a well on the
Mesa Verde site, which would be used to measure chlorine content and
monitor the sea levels. There will be a public hearing Jan. 11 to allow
the public an opportunity to comment.
* ISSUE: Guidelines and standards for the high school graduation
requirements.
* ACTION: No action
* SUMMARY: Jamie Castellanos, assistant superintendent of secondary
education, presented information to the board on the three graduation
standards that become effective with the class of 2003. Each new area --
community service, technology proficiency and senior presentation -- had
its own committee made up of teachers, parents, students and
administrators. Those committees developed the guidelines. The board
asked that many areas be better defined, especially in the area of
community service.
* ISSUE: Nominations for the California School Boards Association
delegate assembly for 2000.
* ACTION: No action
* SUMMARY: The delegate assembly is the primary policymaking body of the
association. There are seven upcoming vacancies in Orange County Region
15. Board members Judy Franco, Martha Fluor, Wendy Leece and Serene
Stokes all expressed interest in serving on the assembly in the upcoming
year. Fluor and Franco currently serve on the assembly.
