Huntington Beach to discuss new public art committee, city CFO — and coronavirus

Public art, a new chief financial officer and, like most other public meetings these days, coronavirus, are the issues on deck for Huntington Beach’s City Council meeting Monday night.

The council is expected to take up a staff proposal to establish an ad hoc committee to oversee funding for art in public places and construct a policy framework to do so. There is $317,000 in a fund for public art in parks, according to a city staff report.

The council also will consider developing an ordinance that would require developers to install public art or contribute to an art fund, similar to what nearby Laguna Beach has in place.

The proposals on Monday night’s agenda flesh out a comprehensive public art program the city began brainstorming in 2018.

The council also is expected to officially hire as the city’s chief financial officer Dahle Bulosan, who has served in an interim capacity the past four months. His annual salary is set at $177,362 plus benefits, according to a city staff report.

He is replacing Gilbert Garcia, who resigned in May.

Bulosan’s experience includes 14 years with the Huntington Beach Finance Department as senior accountant, senior administrative analyst, acting budget manager, accounting manager and finance manager.

In addition to the regular business items, the city manager will update the community on local coronavirus-related issues.

Huntington Beach said Thursday night that it has developed a response framework, details of which will be announced at Monday’s meeting.

The city has launched a new website, HBready.com, to collect the latest information, resources and important phone numbers regarding the coronavirus.

Though the meeting is open to the public, City Manager Oliver Chi asked that residents stay home if they are sick and sit at least six feet from one another if they attend.

The meeting will begin at 6 p.m. at City Hall, 2000 Main St.
